7 - Robin Deransy: Moderation of discussion on European Policies regarding Lighter-Than-Air (LTA) Technology [ID:60728]

Good morning everyone.

My name is Robin Dancy.

I'm from Eurocontrol and I've been asked to present our model at this session about safety

regulation and incentive for airship technology in Europe.

I will start by presenting myself and Eurocontrol because I realize that many of you are not

aware of what is Eurocontrol and also why I am here by the way.

So let me go through the slide.

So yeah

the first thing I wanted to say is I'm not the head of unit of the aviation sustainability

unit of Eurocontrol.

I'm just a deputy.

In fact, I'm one of the three deputies of this unit.

So Eurocontrol is supporting aviation in Europe.

We are an international organization

42 members and two comprehensive agreement states.

We have buildings in Belgium

Netherlands

France and Luxembourg.

There are about 2000 employees and we have a significant budget.

Eurocontrol has a central role in European aviation.

We have first of all the main function

which is the air traffic network manager for all of Europe.

We have also an ACC

air traffic control center at Maastricht and that covers Belgium

Luxembourg

Netherlands and the northwest of Germany.

It covers all activities in the upper space of this space.

We have also the ATC building service

which we call the central recovery charges because

all flights in Europe are charged for when they fly and we recover all the money and

distribute to our member states.

We have a unique situation in Europe because we have a civil military coordination function

also

which is quite unique in the organization in Europe.

We have an innovation hub where I am sitting and we have also an aviation learning center

in Luxembourg.

And of course we offer expertise in support of aviation.

We have data that many people can use.

Just an idea of what our role is

but we are managing one single aviation network over

Europe.

So every day you have around 35

000 flights and that's quite a lot.

We are covering the 44 states and in a year there is around 11 million flights.

I say 11 because that was because of 2024 and we are in 2025 and from this year we

have recovered from the COVID period and we are above 2019.

I'm part of a directorate called aviation transformation directorate in your control.

Very rapidly I'm going to focus the rest of my presentation on the aviation innovation

part and the aviation sustainability part.

I'm in the aviation sustainability part and I'm managing the environmental modeling and
